Why Actuator exists

Most flag systems were designed for human dashboards: click a toggle, ship a change. AI-native products have a different need — agents that read configuration, propose changes, and need to explain their reasoning. Actuator is built for both audiences from the same evaluator: the dashboard you click and the API your agent calls return identical structured reasons.
